I.             Dwight David Eisenhower Army Medical Center

 

A.                                    HISTORY

 

     The hospital started as Camp Gordon Station Hospital in 1941, caring for World War II casualties and dependents. It was closed in 1946, but reopened as Camp Gordon became the more permanent Fort Gordon during the Cold War. The hospital's current building, opened for patients in 1976, replaced sprawling, outdated buildings from the World War II era. During the building's dedication a year prior its opening, it was dedicated in honor of former General of the Army and President Dwight D. Eisenhower, who made his farewell address to the Army at Fort Gordon in 1961. President Eisenhower frequented nearby Augusta, Georgia and played golf at the Augusta National Golf Club, home of

The Masters Tournament.

     DDEAMC has been awarded two permanent unit awards which Soldiers assigned to DDEAMC will have to wear in addition to any the Soldier might already wear permanently. ASUA for period 3 AUG 90—30 JUN 91; ASUA for period 1 APR 03—1 FEB 06.

 

B.                                    PRESENT

 

     The Dwight D. Eisenhower Army Medical Center, a 125-bed medical treatment facility, is based at Fort Gordon, located near Augusta, Georgia and previously served as the headquarters of the Army's Southeast Regional Medical Command, or SERMC. SERMC oversees the Army's hospitals and clinics within the southeastern United States and Puerto Rico. SERMC was renamed Southern Regional Medical Command and was relocated to San Antonio in 2009.

II.                                   PURPOSE

 

The purpose of this publication is to provide information to Soldiers assigned to Dwight David Eisenhower Army Medical Center (DDEAMC) on basic standards of appearance, conduct, military courtesy, and general military appearance.

 

A.                             RESPONSIBILITIES

 

Commanders are responsible to ensure Soldiers in their command present a neat and Soldierly appearance. Noncommissioned officers are inherently responsible for enforcing Military standards to Soldiers in their charge. It is the duty of each Soldier to take pride in his or her professional and military appearance at all times.

 

B.                                    GENERAL

 

DDEAMC Soldiers must project a professional military image. There must be no doubt that the Soldier/Medic lives by the Army Values and is always responsible for military order and discipline.

It is critical that all DDEAMC Soldiers place Safety First in their professional lives. Every Soldier in this command is a Safety Officer/NCO. Safety is an individual responsibility as well as leadership responsibility.  All Soldiers must take an active role in the identification and prevention of accidents.  Troop Command has made many different tools available for each Soldier within the command:

 

Cab Card - Allows Soldier to receive a ride in a taxi back to the DDEAMC Staff Duty Desk without payment at the time of use. This can be used at anytime. The Soldier will pay Troop Command for the bill once they have funds available.

 

ACE Card - Urges Soldiers to look out for their buddy and take notice of different behavior. Ask your buddy, Care for your buddy and Escort your buddy.

 

A.                                    RISK MANAGEMENT

 

Soldiers must practice risk management during their daily activities in order to protect our force. Risk Management is a five-step process that is used to identify hazards and take measure to lessen the risk to Soldiers.

 

The Risk Management process is listed below.

 

1. Hazard Identification. Detect hazards and risks associated with operations. Identifying risks involves closely looking at each phase of training or operations.

 

2. Initial Assessment. Each Hazard is looked at and initial risk level is determined based on probability and severity. You may use the Risk assessment tool to determine the initial risk level for each hazard. These first two steps in the Risk Management Process, hazard identification and initial assessment, is your risk assessment.

 

 

3. Develop Control Measures & Make Decision. When risk elimination is not possible, risks will be controlled without sacrificing essential mission requirements.

 

4. Develop control measures for each hazard identified to mitigate the severity of the risk associated with the hazard.

 

5. Determine in the control measure affected the probability, severity or both and determine the residual risk for each hazard.

 

6. Determine the overall risk from all the residual risk.   The overall risk cannot be lower than the lowest residual risks.

 

7. make an informed decision at the appropriate level. Accept the mission if the benefits outweigh the cost. The following is a list of approving authority level:

 

Low                          Company Commander

Moderate                   Battalion Commander

High                          First O-6 Commander

Extremely High           First GO in the Chain of Command

 

8. Implement Controls. Implement risk control measures. Leaders will integrate procedures for controlling risk into plans, orders, standing operating procedures (SOPs), Preliminary training and other channels that ensure procedures are used during operations. Implementation will involve the chain of command.

 

9. Supervise and Evaluate Operations. Supervision techniques used for overall operations (such as spot checks and performance indicators) will be used for risk control.

 

B.        PERSONALLY OWNED VEHICLE (POV) SAFETY

 

POV accidents are the number one cause of fatalities in the U.S. Army. Alarming numbers of Soldiers are killed and injured every year at nearly every installation across the Army.  All levels of leadership must take aggressive measures to reduce the number of POV injuries and fatalities. Remember, safety doesn't end when you take the uniform off.

 

The primary cause of accidents are:

 

- Drinking and Driving

- Falling Asleep

- Speed to the point of losing control of the vehicle

- Cell Phone use while using a POV or Government Owned Vehicle (GOV)

 

1. Cell Phones. Use of Cell phones impairs driving ability and masks or prevents recognition of emergency signals, announcements, the approach of vehicles and human speech.

2. Speed limits. Soldiers will abide by all posted speed limits.

 

When  approaching personnel conducting PT on or along the road on  Fort Gordon traffic will slow to 10mph IMMEDIATELY.

 

All Soldiers will do the POV Risk Assessment TRiPS prior to going on leave, pass, TDY or PCS. This can be accessed through the Army Safety Center web site at http://safety.army.mil/home.html and attaché leave/pass form.

 

Use common sense when operating a privately owned vehicle. Soldiers will conduct operator level Preventive Maintenance Checks and Services (PMCS) on all GOV before and after operation. It is highly recommended that you conduct a PMCS on your POV on a regular basis for optimal performance and serviceability of safety equipment, especially before log trips.

 

C.                             MOTORCYCLE SAFETY

 

All motorcycle riders assigned to DDEAMC are required to adhere to all guidelines established by the United States Army and local Troop Command Policies. The Motorcycle Mentorship Safety Program policy set forth by the Troop Commander. A few of the main points are as follows:

 

1. The DDEAMC Motorcycle Safety Program is designed to include the full spectrum of motorcycle safety, including training (initial, progressive and refresher), leadership, mentorship and responsibilities.

2. Motorcycle riders need to be forthcoming in their abilities and intentions and notify the Company staff as the rider will receive a face to face counseling from the Company Commander.

3. Rider will be required to be familiar with the Army Regulation 385-10 and to bring any questions to the motorcycle mentors in the company and battalion.

 

D.                               BICYCLE SAFETY

 

1. All bicyclists, to include dependents will wear and authorized reflective belt/vest while operating their two wheel vehicles on and off post. The belt will be worn over the shoulder and under the operator’s arm to allow maximum visibility to other vehicle operators. The reflective belt will be worn as an outer garment and will not be covered by any other article of clothing. Riders will ride with traffic and obey traffic signs and laws.

2. Riders will also wear and approved bicycle helmet while operating their two-wheeled vehicle. An approved helmet is defined as one that meets or exceeds the American National Standards Institute (ANSI) or Snell Memorial Foundation for bicycle helmets.

3. Soldiers will not wear headphones while riding bicycles!

 

 E.                                HEAT INJURIES

 

Heat injuries may occur when personnel work or stay in hot areas. These injuries are preventable with proper hydration and an awareness of environmental conditions. Soldiers taking supplements are more susceptible to heat injuries.  Listed below are the types of heat injuries, treatments for each and a fluid intake chart when training in warm or hot weather.

The ACAP Center is the first step for transitioning personnel.  ACAP staff evaluates clients’ needs and prepares individualized transition plans. A preseparation packet contains guidebooks which impart valuable information on transition services and benefits. This facility provides ongoing standardized job search skills training, individual assistance and counseling, workshops and seminars, and one-stop-job hunting activities. Individual counselors are available to provide personalized counseling as well as individual needs assessment. A reference library is also available for use.
